Dispatching a flight not only represents organising the departure of an aircraft, but also involves a number of operational issues to be carried out by qualified personnel. The figure of the flight dispatcher was born out of the need to guarantee the safety of the aircraft, its occupants and other personnel on the ground. The ICAO (International Civil Aviation Organisation) recognises the figure of the flight dispatcher as a pillar of air safety, and as such, airline companies are obliged to have a certain number of flight dispatchers, depending on the size of their fleet.
Like pilots, flight dispatchers must take a specific course on the aircraft they will be dispatching, limited only to being able to dispatch this type of aircraft in each operation. Simply put, a dispatcher qualified for an Airbus A320 aircraft could not legally dispatch a Boeing B737 aircraft.
The flight dispatcher's tasks are varied and include: weather analysis, NOTAMS analysis, aircraft condition and MEL analysis, hold load analysis, passenger and baggage analysis, weight centring, aircraft balancing, determination of take-off segment speeds and other operational calculations. At the end of the work, the flight dispatcher gives the pilots a folder with all the information collected so that they can make the final decision to operate the aircraft in one way or another.
The flight dispatcher's task starts at the company's operations office, usually located at each airport where the company operates. Until the pilot takes command of the operation and accepts the dispatch proposed by the dispatcher, the latter is the authority of the operation, who decides whether the aircraft is fit for flight, depending on all the variables mentioned.
